Summary: Manage all activities related to operations and development of the facility. Responsible for the safe, proper, and efficient operation and maintenance of the facility in accordance with company policies and standards, under the direction of the Plant Manager.
Essential Functions:
1. Plans, assigns and supervises the work of the operations, maintenance (where applicable) and labor departments during daily operations and plant outages.
2. Responsible for developing, maintaining and instituting operating and emergency procedures.
3. Makes daily inspections of plant machinery and equipment; inspects ongoing activities for safety and environmental compliance, and for adherence to standard operating procedures.
4. Reviews and approves maintenance work requests in conjunction with the maintenance manager and coordinates plant operations and maintenance schedules.
5. Reviews and interprets operating data and makes appropriate changes in procedures to ensure continuous and efficient operations and maintenance.
6. Responsible for implementing an effective training program that ensures that employees meet minimum requirements of job classification, and are adequately prepared to assume all responsibilities of their assigned positions.
7. Assists the plant manager in developing operational and maintenance budgets and strategies.
8. Provides guidance and direction to facility staff members.
9. Responsible for maintaining acceptable plant morale.
10. Responsible for maintaining plant cleanliness.
11. Develops operational performance and productivity goals in conjunction with the Plant Manager via the annual business plan and continuously strives to meet or beat those goals.
12. Efficient management of the company's operations.
13. Ensures customer satisfaction.
14. Administers/enforces the lockout/tagout system.
15. Sets productivity goals and is accountable for meeting those goals.
16. Fosters and promotes a culture of teamwork between operational staff and all other plant staff.
17. Prepares specifications to be used in the negotiation of bids, contracts and rate estimations for new business.
18. Maintains staffing levels consistent with approved budget.
19. Conducts performance evaluations; hires, develops and manages staff. When necessary takes appropriate disciplinary action in accordance with company policy.
20. Provides daily supervision over assigned staff and is responsible for the preparation of the operations shift schedules.
21. With management team, prepares budget and is accountable for meeting operational goals.
22. Reads, analyzes, and interprets common scientific and technical journals, financial reports, and legal documents.
23. Responds appropriately to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
24. Completes the Corporate and Plant Training Programs within the time frame prescribed.
25. Ensures that the facility and all personnel operate safely at all times and promotes an environment whereby safety is a priority. Follows standard safety procedures, corrects safety and environmental hazards. Reads, understands, and implements lockout/tagout, safety rules, job hazard analyses, operating and maintenance instructions, and procedure manuals.
26. Thoroughly and promptly investigates any accidents or near misses in conjunction with the EH&S director to ensure that any unsafe practices or conditions are addressed and eliminated immediately.
27. Communicates clearly and concisely both verbally and in writing; as well as communicates clearly whether using in-situ intercom system, two-way radio or face to face.
28. Anticipates typical problems, identifies potential or recurring problems, and takes appropriate action. Troubleshoots equipment and assists in diagnosing problem areas.
Qualifications
Education/Experience:
· High school diploma or general education degree (GED) or equivalent.
· Bachelor's or Associates degree in a technical field or equivalent desirable
· Six years experience in a power plant environment, with five years in a supervisory role.
Certificates and Licenses:
· Licenses as required by Local, State, Federal, Environmental and/or Health/Safety Regulatory agencies
Supervision Provided:
· Supervises staff of 20-70 employees depending on plant size.

· Operate a 1.5 inch fire hose operating at 125 psi line pressure to the extent required to extinguish fire
· Operate fire extinguishing equipment ranging from hand held extinguishers to 200 lb portable units
· Access confined spaces and pressure vessels through standard 12" by 16" manways
PPE Required:
Work in areas under adverse conditions that may require the donning and use of personal protective equipment including, but not limited to, the following with average fatigue:
· Negative pressure respirator

· Self-contained breathing apparatus (steel or composite bottle)
