School Business Administrator

Overview:

Under the direct supervision of the Superintendent of Schools, the School Business Administrator is responsible for all administrative and advisory work relative to the business operations of the Andover School Department.The School Business Administrator shall provide leadership in the areas of budget development, financial planning, accounting, building maintenance, transportation, and food services. The School Business Administrator shall assist the Superintendent in the evaluation of Central Office personnel; work closely with the Director of Human Resources to hire diverse and qualified staff; and, together with the Assistant Superintendent, build the necessary support systems to promote effective financial management within each school.

Qualifications:

1.Massachusetts certification as a School Business Administrator or Business Manager.

2.Bachelor’s degree in business administration, school administration and/or an appropriate academic discipline. Graduate degree in business or school administration preferred.

3.Broad working knowledge of accounting, business practices, budget development, data processing, and state law governing the financing of public schools and state-mandated educational programs.

4.Significant experience in business administration, preferably in the public sector. Experience as a School Business Manager preferred.

5.Effective interpersonal and leadership skills; experience facilitating communication between divergent groups and in group decision-making.

6.Effective administrative and management skills, including demonstrated success as an office manager.

7.Excellent speaking and writing skills, including the effective utilization of computers, technology, and information management tools.

Responsibilities:

A.Provides effective and dynamic leadership in school business operations for administrators, teachers and support personnel.

1.Communicates and interprets the district’s goals, and long-range financial plans to the School Committee, Town Officials and members of the community at-large.

2.Assists the School Committee and the Superintendent in long-range planning for the effective utilization of buildings and of building space.

3.Facilitates communication among Town and School officials by effectively involving the Town Accountant, the Treasurer’s Office, and the Department of Municipal Maintenance in long-range planning.

4.Develops comprehensive budgeting procedures that align School Council to multi-year plans for curriculum renewal, building maintenance, and capital improvement.

5.Acts as the Central Office liaison to the Ad Hoc Committee for Finance and the School Building Oversight Committee. Works in a close advisory capacity to the chairperson and secretary of these committees.

6.Provides for staff development programs for administrators and support personnel in the areas of finance, budget preparation, building maintenance and safety, and data management.

7.Assists the Assistant Superintendent and Superintendent in organizing the School Committee’s Annual Fall Inspection of Schools.

8.Acts as Central Office liaison to school building construction projects.

B.Coordinates, monitors, and supervises the business operations of the Andover School Department.

1.Plans, coordinates, and facilitates the development of new financial and accounting procedures that will assure a high degree of fiscal responsibility among principals and program administrators.

2.Works closely with principals, program administrators, department heads, and business office personnel to:

3.Review and approve all payroll land accounts payable expenditures prior to signing by the School Committee.

4.Review and approve all purchase orders, in terms of internal accounting controls and propriety.

5.Review all bid specifications and contracts.

6.Coordinate all federal and state grant expenditures.

7.Oversee custodial, maintenance and capital improvement of the schools and program facilities.

8.Develop effective systems for inventorying stock, textbooks, scholar supplies, hardware, equipment, and multimedia software.

9.Develop effective systems for maintaining, repairing, and cleaning school buildings and school equipment.

10.Oversees development of five-year financial forecasts for the school system.

11.Oversees delivery of transportation services, including routing, scheduling, contracts, and the collective of transportation fees when applicable.

12.Oversees the management of food services.

13.Gathers and interprets financial and statistical data relative to school and program efficiency, and reports these findings to the Superintendent and School Committee on a regular basis.

14.Prepares regular monthly and quarterly financial statements to the School Committee.

15.Prepares End-of-the-Year Reports, and other such reports in accordance with state statute and Town By-laws.


C.Provides effective and efficient management of Business Office personnel and functions.

1.Interviews, supervises and evaluates the Director of Food Services, the Coordinator of Transportation, and the School Accountant.

2.Coordinates and evaluates the activities of Andover’s Custodial Resource Team; conducts regular inspections of the schools; assists principals in the evaluation of Senior Custodians.

3.Assists Principals and the Director of Human Resources in the hiring and selection of clerical, custodial, and cafeteria support personnel.

4.Assists the Director of Human Resources in the in-service orientation and training of new personnel to assure compliance with proper administrative procedures.

5.Assists the Superintendent in collective bargaining, as needed.

6.Assists Principals with custodial staff and reviews grievances as set forth in the collective bargaining agreement.

7.Writes state and federal grants for the purposes of initiating projects in energy consumption, building safety, financial management and/or site-based management.

8.Oversees the rental and use of school buildings and fields for school and community use.


D.Performs any other duties as may be deemed appropriate by the Superintendent of Schools.
