Responsibilities:

 


The Senior CI Officer serves as part of the Counterintelligence Directorate (DOSC) network of CI Officers situated at key MDA facilities throughout the United States.  The primary purpose of the Senior CI Officer is to 1) provide dedicated CI support to the MDA programs/elements, and 2) to serve as the SIC staff liaison with the supporting local CI and law enforcement agencies.  The CI network provides protection to the Ballistic Missile Defense System (BMDS) as a whole.  This mission is accomplished, in part, through the supporting mission of providing CI support at the local and national level.  When competing requirements are levied upon CI resources it is the SIC Director who will prioritize the services ensuring the entire BMDS is covered.  Such occurrences will be made known to the PM / PSM. 


 


The incumbent will be physically located with the FBI Field Office Boston, Ma. The incumbent serves as a matrixed; direct support role providing CI services in support of of all MDA Test and Development activities to include GMD, Terminal High Altitude Area Defense (THAAD), ARROW, Medium Extended Air Defense System (MEADS), Targets and Countermeasures (TC), Test and Exercise (TE), and Patriot Advanced Capability-3 (PAC 3) requirements.  On a day-to-day basis the incumbent of this position operates under the direction and control of Joint FBI/MDA CI operations, and is responsive to the day-to-day requirements as articulated by the various FBI  SACI, the MDA program/element program managers (PM) / program security managers (PSM).


 


The Senior CI Officer's scope of duties includes the majority of functions that comprise the CI discipline.  The incumbent will be required to possess a corresponding skill set, as well as in-depth experience and the associated cognitive abilities. 


 


The Senior CI Officer is responsible for the timely and professional delivery of assigned tasks.


 


The incumbent's duties include participation in program planning, direction, evaluation and implementation of the MDA CI program with the various MDA programs/elements in the Boston area.


 


As required, the incumbent conducts all levels of briefings associated with the DoD-mandated force protection program and CI awareness programs. 


 


As directed, the incumbent orchestrates and executes the MDA CI program and the briefing/debriefing agenda.  The incumbent will coordinate counterintelligence and countermeasure programs for the MDA programs/elements in Boston, in coordination with supporting FBI and DoD CI elements, and with the Defense Security Service (DSS) when contractors/contracts are involved.  The incumbent of this position will not posses any investigative or law enforcement authorities, nor be authorized to engage in CI operations.


 


The incumbent will establish and maintain a close working relationship with all supporting CI and Law Enforcement entities.  The Senior CI Officer participates in special projects and interagency coordination between the MDA SIC and the national and international intelligence and law enforcement community(s). 


 


The incumbent can perform duties as a member of any SI/SIC task force organization, as required.  The incumbent coordinates with other members of the SI/SIC staff, providing information, advice and assistance as required. 


 


The Senior CI Officer is responsible for instituting an office file system that provides for management of MDA BMDS documentation.


 


This position requires that the incumbent be the subject of a favorably completed special background investigation.  The incumbent of this position may be subjected to CI-scoped polygraph examinations.



The Senior CI Officer must be prepared to travel seven to ten days per quarter.


 


The Senior CI Officer is responsible to meet CI goals and objectives as outlined in the contractual obligations of contract HQ 0006-99-C-0001.

In order to apply these skills to anticipated duties, the incumbent must posses the ability to:


 


Gain information through basic questioning techniques.


 


Conduct Advanced and applied research.


 


Conduct and brief  the results of research at the national LE level.


 


Prepare and discuss the results/meaning of association matrices, time-event charting, and link analyses.


 


Conduct assessments and cogently prepare timely and authoritative written reports for decision-makers and senior leadership.


 


Prepare and provide Level I Force Protection/Threat briefings to individuals, as well as to small or large audiences, in accordance with current DoD directives.


 


Conduct debriefings and prepare detailed written reports regarding travel, foreign intelligence activities, and other activities of CI interest.


 


Develop, and implement a CI awareness training and education program.


 


Conduct on-site assessments; prepare written reports describing the results and recommendations.
