TECHNICAL PROJECT MANAGER (Enterprise-Scale Software)

POSITION PROFILE
Drive the planning and execution of large business-critical full lifecycle software development projects & programs to achieve delivery objectives within established budgets and according to established methodology. Manage geographically distributed cross-functional project teams of as many as 20 resources (on & offshore) to ensure the successful launch of new products or product upgrade releases in a fast-paced customer-centric environment. You will play a significant role towards maximizing both company revenue and business operations efficiency.
§ Manage software application projects according to PMI and/or Agile (Scrum) development guidelines.
§ Control project schedules, scope and cost.
§ Produce project plans that reflect business and technology ability to meet stated goals and milestones.
§ Partner with product management/marketing organization to understand and prioritize market needs, allocate them across product releases, and negotiate scope, cost and timelines for release projects.
§ Define effective ways to ensure projects complete in a timely, cost effective manner.
§ Interface with key business and technical decision makers to determine priorities among business initiatives and ensure resources are appropriately assigned.
§ Manage & mitigate project risk, lead the change control function, and resolve problems and issues.
§ Work with vendors to co-develop Statements of Work that define vendor obligations, deliverables, and acceptance criteria that conform to WKFS specifications. Manage vendor relationships.
§ Produce weekly status reports and issues list to reflect current state of project and ensure timely resolution of project issues.
§ Accountable for the management and control of technical resources. Identify & address staffing issues.
§ Provide direction to cross-functional managers, team leads, and in some cases individual project team members.
§ Establish guidelines and milestones that must be adhered to.
§ Develop, articulate and communicate overall project goals and deliverables.
§ Communicates with all levels of the organization regarding the project status, issues, risks and other pertinent information.
§ Communicate status of projects via weekly status reports and monthly program management meetings.
§ Conduct performance and project reviews for all project team members at the close of the project or when a team member transitions off the project.
§ Manage project closeout and complete the project file.
§ Celebrate project success and reward excellent team performance.
§ Participate and lead process improvements within the PMO and with external stakeholders as necessary.
REQUIREMENTS
§ BA/BS in Technology area (i.e. Computer Science) or related field or equivalent work related experience.
§ 5+ years of demonstrated successful project management experience with overall project responsibility for the planning, execution and control of large-scale software development projects (budgets of $1-2 million, 20-30 project team members, and 2+ sub-projects running concurrently).
§ Significant project management experience in Agile / Scrum and Microsoft-centric .Net / SQL Server environments strongly preferred. Will consider experience applying similar quality management models to a software development project environment.
§ Ability to lead and facilitate cross-functional teams and keep projects within scope.
§ Must have proven expertise in accurate project estimating.
§ Resource management required, including resource estimation and allocation.
§ Professional certification (PMP) and active participation in professional societies such as a PMI chapter or Software Process Improvement Network (SPIN) strongly preferred.
§ Insurance, financial services and/or mortgage industry experience preferred.
§ Strong planning skills: accurately scope out length and difficulty of tasks/projects, set objectives and goals, break work down into process steps, develop schedules and task/people assignments, anticipate and adjust for problems and roadblocks, measure performance against goals, and evaluate results.
§ Strong process management skills: skilled at figuring out the processes necessary to get things done, knows how to organize people and activities, knows how to separate and combine tasks into efficient work flow, knows what to measure and how to measure it, can simplify complex processes, and gets the most out of limited resources.
§ Strong business acumen: knows how businesses work, knowledgeable in current and possible future practices, trends, and developments.
§ Proven experience in driving effective stakeholder status, decisions, and communications.
§ Must be a strong leader - spending his/her time and the time of others on what’s important.

§ Ability to display endurance and capacity for a fast-paced work environment.
§ Proficient with Microsoft Office Suite, Microsoft Project, Planview, or similar project management toolsets.
